Council President Donald Shaner is serving his fourth term on borough council.
Christopher Yocum – Council Vice President
A Borough resident for over 30 years, Chris joined Borough Council in September of 2021. He is an Eagle Scout, an active member of the Spring-Ford Masonic Lodge No. 553 in Royersford where he is serving in the Officer Line, and is also a member of Tall Cedars Forest No. 34 in Spring City. Chris is currently a Senior DevOps Engineer and an avid technology buff. He enjoys music, movies, TV shows, video games, shooting sports, furthering his education within the technology industry, and spending time with his family and friends.
Rick Pennypacker - Councilor
Rick Pennypacker was born and raised in Royersford and is a 1972 graduate of Spring-Ford High School. After completing his Bachelor of Science degree at West Virginia University, he began his teaching and coaching career. Rick taught physical education and was the head football coach at Pottsgrove High School for 30 years before retiring in 2018. He also held the office of auditor at Spring City Borough and has lived in the Borough for 35 years.
Matt Handley - Councilor
Matt Handley grew up in Phoenixville and moved to Spring City in 2023. Matt is a lawyer and U.S. Army veteran who currently works as a Staff Attorney for a national non-profit where he assists disabled veterans who have been wrongfully denied their benefits. Before moving to Spring City, Matt previously served as a member of Phoenixville's Recreation Board and as Vice-Chair of their Zoning Hearing Board. In his free time, Matt enjoys traveling, woodworking, playing tabletop games, and spending time with family. As a member of Borough Council, Matt looks forward to representing the interests of all of Spring City's residents, and ensuring that our borough remains a safe, affordable, and welcoming place to call home.
Brandon Woll - Councilor
Brandon Woll was born and raised in Harrisburg, Pennsylvania. He works in medical device development, currently as Director of Design at Teleflex in Wyomissing. He served as a Military Intelligence Officer in the U.S. Army, deployed to the Middle East. He holds a BS in Physics from West Point and an MBA from Sonoma State University. When he’s not working or at a council meeting, you’ll find him outside — camping, paddling, building something with his hands, or spending time with his family and neighbors. He’s honored to serve.
Sara Woll - Councilor
Born and raised in Central Pennsylvania, Sara and her family have lived in the borough since 2021. Her family has gardened and farmed for generations, and she continues that tradition in her large garden here in Spring City. She tends plants for food and medicine and is self employed as an Herbalist and Mindfulness Educator. In her work on the Borough Council, Sara’s focus will be on maintaining and beautifying our parks and green space and supporting local businesses to help Spring City continue to grow and thrive.
